U.S. Foreign Assistance Reform
On January 19, 2006, Secretary of State Condoleeza Rice introduced a new set of reforms for U.S. Foreign Assistance.
Entitled “Transformational Diplomacy,” the announced aim of the plan is to align foreign aid priorities with national security interests. The restructuring initiative also attempts to achieve coherence and increase the effectiveness of the numerous foreign aid programs run by the State Department and USAID.
Henrietta Fore, Acting USAID Administrator
and Acting Director of Foreign Assistance, oversees the coordination of USAID and State Department programs involved in foreign assistance.
Since the announcement of the reforms, government officials, policy experts, and non-governmental organizations have engaged in an ongoing debate over the efficacy and content of Secretary Rice’s plan.
