ALPI
InterAction's
Africa Liaison Program Initiative (ALPI) is a continuous dialogue among
three key groups of development stakeholders aimed at achieving mutual
understanding and more effective collaboration in their development
efforts. ALPI brings together representatives of African NGOs, US PVOs,
and USAID to discuss the challenges they face in working towards sustainable
development and to identify opportunities that might overcome such difficulties.
The Africa Liaison
Program Initiative is an approach that centers on building healthier,
more equitable relationships and on establishing stronger linkages among
stakeholders. This approach is characterized by trust, openness and
transparency, an appreciation of differences, and a desire to share
and make use of more effective practices that are grounded in field
realities. It is an ongoing process shaped through conferences and meetings
both in Africa and the United States that bring together three stakeholder
groups (African NGOs, US PVOs, and USAID) to discuss their working relations
and the possibility of creating a more enabling environment for the
effective use of US foreign development assistance to Africa. Discussions
on policy and practice issues at the sub-regional level in Africa are
linked to meetings with senior policymakers and PVO staff in Washington,
which bring current realities from the field to inform policy discussions
where the policies are actually being developed.
ALPI was designed
as a process aimed at facilitating new and more equitable forms of collaboration
and partnership among US PVOs, African NGOs and USAID by providing a
safe space for a regular and serious dialogue on mutual concerns related
to African development. Over the course of the program, this dialogue
has been promoted through discussions around themes relevant to the
work and relationships of the tripartite stakeholders, including Effective
Partnerships, Capacity Strengthening, Mutual Accountability and Relational
Governance.
ALPI is facilitated
by InterAction staff, governed
by a representative Advisory Committee and funded through
a cooperative agreement between USAID and InterAction.
