"It's no longer business as usual," Kevin Fitzcharles, CARE director in Egypt, tells CNN, reporting on the current state of NGOs in Egypt.  The heads of several NGOs will meet on Monday to discuss contingency plans in the state of emergency.  A representative from one NGO operating in Cairo, Diakonia, noted the importance of working with local NGOs on established contingency plans for times like now, in cases of emergency.  CNN asked Fitzcharles from CARE whether the anti-American sentiment will affect NGO work in Egypt.  "No," he said. "With the exception of [me], the staff is Egyptian and regards itself as non-partisan."
