Seven Key Humanitarian and Development Accounts
Child Survival - Supports improvements in maternal and child
health, including immunization, nutrition, HIV/AIDS awareness and
prevention, and reproductive health.
Development Assistance
- Builds foundation for self-sufficiency through basic education,
micro and small enterprise development, agricultural improvements,
democracy and governance, and protecting the environment.
International Disaster
Assistance - Enables quick and effective response to humanitarian
emergencies caused by natural and man-made disasters.
Office of Transition
Initiatives - Bridges the gap between emergency aid and long-term
development through quick-impact political and economic reconstruction
programs.
Migration and Refugee
Assistance - Funds protection and resettlement of refugees,
displaced persons and victims of conflict. Implemented primarily through
the United Nations High Commissioner for Refugees, the International
Committee of the Red Cross, and other international humanitarian agencies.
Emergency Refugee
and Migration Assistance - A revolving fund established to
ensure the availability of sufficient resources for refugee protection
in unanticipated emergencies.
International Organizations
and Programs - Provides voluntary U.S. contributions to United
Nations-affiliated agencies such as the U.N. Development Program,
the U.N. Population Fund, and the World Food Program.
Millennium Challenge
Account (MCA) - Announced by President Bush in 2002. Is expected
to increase development assistance overseas by $5 billion per year
over current levels by 2006 for countries which demonstrate commitment
to ruling justly, investing in people and promoting economic freedom.
Emergency Plan for AIDS Relief (PEPFAR) - Announced
by President Bush in his 2003 State of the Union Address and established
by HR 1298. A five-year, $15 billion initiative to turn the tide in
combating the global HIV/AIDS pandemic.
