CAW
UPDATE
CAW Technical
Assistance Activities
The CAW is currently offering technical assistance work with seven
InterAction member agencies. The work begun with World Vision is
the most extensive and ambitious effort the CAW has undertaken with
any InterAction member agency. In the initiative, the CAW will support
implementation of the Gender Audit in seven offices: the International
Partnership Office (California); two African offices; two Asian
offices; one Latin American office; and one Eastern European office.
This year, the CAW will conduct the Gender Audit with the Partnership
Office and an African and Asian office. In addition, the CAW will
train staff from the four other country offices to conduct Audits
independently in 2003. The overall goal of the technical assistance
is to build World Vision's own capacity for advancing gender equity
and gender integration throughout its global partnership of country
and support offices.
Earlier this
month, the CAW facilitated a one-day workshop on gender analysis
with World Learning staff in DC. The purpose of the workshop was
to provide strategies for strengthening integration of gender equity
in the programming cycle. Later this month, the CAW will present
the Gender Audit Results for Project Concern International's headquarters
- including the facilitation of focus group discussions and action
planning.
How to Make
a Board of Directors With Real Gender Equity
The CAW held a workshop on April 25 as part of the Campaign for
Gender Equity on Boards of Directors. BoardSource, the premiere
organization in the area of boards of non-profit agencies, presented
the workshop, Practical Strategies for Identifying and Recruiting
Top Notch Women for Your Boards of Directors. Jennifer Rutledge,
a senior associate of BoardSource and vice president of Delphi Consulting
Group, led group activities to help InterAction members share and
learn strategies on building more inclusive, effective boards. Among
the key topics: what are critical elements in successfully promoting
gender equity and diversity on boards, and how to identify, cultivate,
and recruit women onto boards. The workshop was well attended by
InterAction member agency CEOs, Board members, and senior staff.
For more information on how your organization can become a co-sponsor
of this campaign, contact Julie
Montgomery.
Gender Audit
Training for World Vision International and other InterAction members
As a part of the initial stages of implementing the Gender Audit
with seven World Vision offices around the world, the CAW held it's
first Gender Audit Training Course, from May 20-24, in Washington
DC. The hands-on training brought together WVI representatives from
10 countries and representatives from Catholic Relief Services and
the American Red Cross International. The goal of the 5-day workshop
was to train participants in how to plan and coordinate the Gender
Audit process in their respective organizations and to develop and
implement organization-specific gender action plans.
InterAction
2002 Forum - CAW Events
InterAction's 2002 Forum proved to be another success. This year's
Forum was held at the Washington Marriott, from June 3 - 5, in Washington
DC. The CAW held its annual Breakfast "Diversity at the Top:
Reconfiguring Senior Management, Transforming Boards of Directors"
and a workshop on "Meeting the PVO Standards on Gender: Institutional
Gender Audits as a Resource for Change." For more information
on either workshop, click on the attached Forum file. Look for a
special Forum issue of Monday Developments!

The Third
US-Japan CSO Forum: A Civil Society Dialogue
September 17-20, Washington DC. In the aftermath of September 11,
it is more urgent than ever to ensure effective international cooperation
to achieve sustainable human development. Civil Society Organizations
(CSOs), in particular, must evolve to meet new challenges amid a
new context, in which the Bush Administration is tying increased
foreign aid to governance reforms in developing countries, and society
in Japan is questioning the proper role CSOs in development cooperation.
Building on the success of the First and Second US-Japan CSO Forum
conferences in Honolulu, this Third US-Japan CSO Forum will create
a forum for civil society to address these issues in the evolving
global context.

Gender
Training in Urban Planning and Management
September 20 - October 4, AIT, Thailand. Organized by the Gender
and Development Studies (GenDev)and UMP-AIT Partnership in AIT,
Thailand. Women and men use and experience living in the city
in different ways. Gender roles and relations in urban areas,
which intersect with other social, economic and political relations,
constitute the spatial, organizational and socio-economic conditions
of the city. Often, women are adversely affected by poor urban
planning and management as they shoulder the responsibilities
of sustaining livelihoods and the care of households on a daily
basis. This has important implications for the ways in which cities
are planned and managed. Thus it is necessary to increase the
effectiveness of policy, planning and management by providing
practitioners with the tools to integrate a gender perspective
into their activities. The purpose of this workshop is to address
the topics, including Land Use and Housing Management, Urban Services
and Facilities, Transportation Planning/Management, Migration,
etc. will be taken up. Field trips will be organized to different
projects for hands on experience. The training will end with an
analysis and synthesis session where each group analyzes one project
from a gender perspective thereby drawing out the hidden assumptions
behind policies in each sector and their impacts on women and
other disadvantaged groups living in urban areas. For admission
and reservations, please contact girija@ait.ac.th.
Tel: (662) 524-6229, Fax: (662) 524-6166, Web: http://gendev.ait.ac.th.

Earthscan
Reader on NGO Management
Edited by: Michael Edwards and Alan Fowler. In the last ten years,
NGOs have become a force for transformation in global politics
and economics. Their numbers and size have grown dramatically
and they have assumed far more extensive responsibilities as intermediaries
between governments, businesses and other institutions, and local
communities and citizens. With this growth has come an ever-more
pressing requirement for effective management of their own operations.
Focusing on development organizations working on issues of poverty
and injustice, but relevant to NGOs in all sectors, this volume
brings together crucial writings on how NGOs can deliberately
position and organize themselves to achieve maximum impact and
effectiveness in their work. For more information and to order
the book, visit the Earthscan website at: www.earthscan.co.uk/asp/bookdetails.asp?key=3671

Organization (WEDO). The kit brings together background briefs
and advocacy materials that have been developed by UNDP, UNIFEM,
WEDO and its partners around FfD in a comprehensive package. The

ministries, all to further promote the gender perspective on economic
issues at the national level. It is available on-line at: http://www.wedo.org/ffd/kitintro.htm.
Foreign
Assistance: USAID Relies Heavily on Nongovernmental Organizations,
but Better Data Needed to Evaluate Approaches
This report from the U.S. Government Accounting Office provides:
1) a profile of USAID's use of private voluntary organizations;
2) analysis of the funding mechanisms USAID uses to employ these
organizations; and 3) comparisons of USAID and other private and
official donors' approaches to NGOs. The report identifies approaches
to using NGOs that USAID has not adopted on a significant scale,
including funding of proposals conceived and submitted independently
by nongovernmental organizations. It can be accessed on-line at:

Gender
Analysis of Budgets ICRW/UNIFEM Background Brief January 2002
A national, regional, or local budget reflects a government's
social and economic priorities more than any other instrument-the
place where policies and programs are defined and translated into
resource allocations. Examining budgets through a gender lens
can help identify gaps in access to and distribution of public
resources. Such budgets are not budgets formulated separately
for men and women. Rather, the overarching objective of bringing
gender analysis to budgets is to redefine priorities and reallocate
relevant resources that respond to the needs of the entire population,
taking explicit account of women's disadvantaged position. Gender-aware
budgets promote both equity and efficiency. The Brief can be accessed
at: www.unifem.undp.org
Gender
Evaluation Methodology (GEM) - Women's Networking Support Programme
GEM is a guide to integrating gender analysis into evaluations
of initiatives that use Information and Communication Technologies
(ICTs) for social change. It provides a means for determining
whether ICTs are really improving women's lives and gender relations,
as well as promoting positive change at the individual, institutional,
community, and broader social levels. GEM does not contain step-by-step
instructions to conducting evaluations. The guide provides users
with an overview of the evaluation process (including links to
general evaluation resources) and outlines suggested strategies
and methodologies for incorporating a gender analysis throughout
the evaluation process. To view the guide, visit: http://www.apcwomen.org/gem/.
Gender
Mainstreaming for Invisibility or Women's Empowerment?
The Network Women in Development Europe (WIDE) announces the publication
of this latest bulletin, which is a report of WIDE's Annual Conference
2001, hosted by the Spanish WIDE platform Grupo Mujeres y Desarrollo
in Madrid. About 180 participants linked to the feminist movement
all around the world attended this conference with the intention
of analyzing and reflecting on the ways gender concerns and issues
are currently integrated in policies and practices of institutions
at different levels: national, regional and international. Moreover,
the participants looked in a critical way at the role of the feminist
movement within the process of gender mainstreaming and consequently
wanted to address the link with bureaucracies and decision-makers.

Population,
Ageing and Development: Social, Health and Gender Issues
This is a special report from the Expert Group Meeting on Population
Ageing and Development. Population ageing has become one of the
most significant demographic processes of modern times. An inevitable
consequence of the demographic transition and the shift to lower
fertility and reduced mortality, the ageing of the world's population
has many countries facing unprecedented numbers and proportions
of older persons. As part of the preparatory activities leading
up to the Second World Assembly on Ageing, the United Nations
Population Fund (UNFPA) convened, in collaboration with the United
Nations Programme on Ageing, AARP and HelpAge International. This
publication provides a summary of the papers presented and the
discussions, along with the meeting's conclusions and recommendations.
The complete text of this UNFPA report is available online at:

Shifting
Burdens: Gender and Agrarian Change Under Neoliberalism
Edited by Shahra Razavi/UNRISD. The contributors to this 2002
publication unravel the ways in which economic and social structures,
institutions, and policy outcomes are affected by gender as a
social relationship. Over the past ten years policy shifts in
rural development across the globe have reduced the role of government
and switched costs of services to the rural poor themselves. But
what are the gender effects of this change? The regionally diverse
case studies in this book provide an empirically grounded account
of these changes, and allow a critical assessment of explicit
and implicit premises in "gender and development" orthodoxy.

Women's
Enews Delivers Information Daily
Women's Enews became an independent news agency on Jan. 1 after
18 months as a program of the NOW Legal Defense and Education
Fund, which was forced to cut back as a result of Sept. 11. To
address the question of how women could fully participate in our
democracy, if we did not have information about issues affecting
us in our own society, we had to create our own news service-ask
reporters to dig up and write about what women are saying and
doing. And the Internet made it possible: for the first time in
history, women could communicate easily and relatively inexpensively.
Since its launch on June 15, 2000, Women's Enews has covered the
news generated by world leaders. For more information, go to www.womensenews.org.

AWARDS
Gleitsman
Foundation Award to Honor International Activists
Established in 1989, the Gleitsman Foundation recognizes and encourages
leadership in social activism worldwide. The Foundation's International
Activist Award is designed to honor individuals in the international
community who have inspired change and motivated others in the
realm of social activism. The honorees will share $100,000 and
will each receive a specially commissioned sculpture designed
by Maya Lin, creator of the Vietnam War Memorial in Washington,
DC. The award is presented every other year, alternating with
the foundation's Citizen Activist Award, which is presented to
U.S.-based activists. For 2003, the International Activist Award
will focus on the eradication of poverty. Citizens from all countries
(excluding the U.S.) are eligible to apply. Although the award
is designed to recognize and honor widely varying forms of positive
social activism, the winners must demonstrate exceptional perseverance,
selflessness, and leadership in striving to combat social injustice
in their communities, nations, or the world. See the Gleitsman
Foundation website for complete guidelines and nomination procedures
