Committee on Development Policy & Practice

The Development Policy and Practice Program and its Committee (CDPP) facilitates dialogue, collaboration and action at program and policy levels on priority development concerns of InterAction members and their southern partners in reducing poverty and prompting equitable and effective development.

Structure

The CDPP comprises InterAction member organizations that are working in international development assistance, including over 120 practitioner, advocacy and research groups. It has two co-chairs, of which at least one must be located in the Washington DC area. Co-chairs serve two-year terms, are eligible for a total of two consecutive terms, and are elected by the committee.

Given the large size of this committee, a Program Advisory Group (PAG) for the CDPP acts to advise generally about international development trends relevant to InterAction; advise staff about priority development concerns of InterAction members and their southern partners; and help guide the formulation and implementation with staff on international development aspects of InterAction’s two-year program plan.

The PAG is composed of representatives from 15 InterAction member organizations and the composition is designed to reflect a cross section of member interests, scale, scope and size. PAG members are expected to hold senior level program and policy positions within their respective organizations and have sufficient knowledge and experience to advise on “big picture” development issues. PAG members serve for two years and are eligible for a second consecutive term. The PAG holds two regular meetings per year; however, it is anticipated that it will convene additional meetings, symposia, and other events.

The CDPP operates through several working groups and task forces, some of which target multilateral and bilateral development institutions—the World Bank/IMF, IDB, and USAID—and some of which address thematic areas such as evaluation and program effectiveness, trade, and the rights-based approach to development. Through these efforts, the CDPP seeks to support the InterAction campaign, engage donors and improve the practices of its member organizations.

Priority Themes/Areas

USAID Reform
Advocate for and monitor program and management reforms at USAID including procurement, partnership, PVO/NGO engagement with USAID, monitoring and evaluation, delivery mechanisms and sector strategies.

Multilateral Development Institution Reform
Engage World Bank/IMF and the Inter-American Development Bank to ensure that these institutions comply with their latest replenishments on issues relating to poverty reduction, citizen participation, information disclosure, PRSPs and loan monitoring.

Capacity Strengthening
Increase the capacity of InterAction members and their southern partners at program and policy levels through 1) information exchange, the collection of promising development practices and multistakeholder dialogue, and 2) background analysis and facilitation to engage and influence donors and policy makers.

Development Effectiveness
Engage donors, US administration, and policy makers on key issues of development effectiveness including the Millennium Challenge Account (MCA), Official Development Assistance (ODA), trade, governance, monitoring and evaluation, and HIV/AIDS.
