Attention this week focused like a laser-beam on U.S. involvement and assistance to Pakistan and Afghanistan. Previously scheduled Senate Foreign Relations Committee hearings (summaries in the document below) provided a platform for senators to question experts on the utility of U.S. efforts in Afghanistan and whether and how our assistance strategy to Pakistan should change. In his opening statement at Thursday’s hearing on Pakistan, SFRC Chairman John Kerry (D-MA) urged thoughtful action with an eye toward the larger, strategic interest the U.S. has in its relationship with Pakistan.Other members of Congress addressed letters to the administration and issued statements—House Appropriations State, State Foreign Ops Subcommittee Chair Kay Granger (R-TX) wrote to Secretary of State Hillary Clinton on Wednesday to “express grave concern over funds…being used for direct government-to-government assistance to Pakistan.” House Foreign Affairs Committee Ranking Member Howard Berman (D-CA) was joined by other members in questioning the handling of U.S. military assistance to Pakistan. More hearings on the two countries are scheduled for next week.Furthermore, the Senate is likely to begin its discussion on the FY2012 budget as early as next Monday. Earlier this week, Senate Budget Committee Chairman Kent Conrad (D-ND) indicated that a markup of the FY2012 budget resolution may occur next week. Meanwhile, Senate Republicans, most notably Budget Committee Ranking Member Jeff Sessions (R-AL), urged Conrad to allow at least a 72-hour review period of the potential FY2012 budget resolution before any markup occurs.

Arthur Keys, President and CEO of IRD stated today: "I was concerned when reading a Washington Post article by its Afghanistan reporter Rajiv Chandrasekaran which inaccurately portrayed the situation on the ground in Afghanistan with civilian stabilization programs implemented by the U.S. Agency for International Development (USAID) and including our organization, International Relief & Development (IRD).

Although Congress is in recess this week, there were several pertinent hearings from last week whose summaries we did not include in the April 15 edition of the Weekly Update. Among these are an April 11 Commission on Wartime Contracting hearing regarding NGOs and Provincial Reconstruction Teams operating in Afghanistan. Several InterAction members appeared as witnesses (and forceful advocates for the NGO operational profile in places like Afghanistan). Also, the Senate Foreign Relations Africa Subcommittee held a hearing on the FY2012 budget for Africa. Yesterday, the compromise FY2011 full-year appropriations bill (HR 1473) passed through Congress, with a 260-117 vote in the House of Representatives and an 81-19 vote in the Senate. President Obama will sign the bill sometime today. Please check out how the poverty-focused and humanitarian accounts fared in the final FY2011 spending bill in the Washington Update section below.On Wednesday, the House Foreign Affairs Subcommittee on Africa, Global Health and Human Rights held a hearing on the situation in Ivory Coast; at the hearing the subcommittee also approved an amended H.Res.85—a resolution supporting the democratic aspirations of the Ivoirian people and calling on the U.S. to apply intense diplomatic pressure and provide humanitarian support in response to the political crisis. Details on the hearing and the resolution are also below.The House Appropriations Subcommittee on State, Foreign Operations held hearings this week on the President’s FY2012 budget request—one featuring members of Congress not on the subcommittee and another featuring an impressive line-up of public witnesses, including InterAction CEO Sam Worthington and representatives from InterAction members Save the Children, Women Thrive Worldwide, U.S. Fund for UNICEF, PATH and Helen Keller International.
