As published in the Wall Street Journal on March 17, 2011: InterAction, an umbrella group for U.S. relief agencies active abroad, advises donors to give to agencies with partner organizations in Japan that would be best placed to spend funds wisely. It says there is minimal need at this stage either for donated goods or throngs of foreign volunteers.

Our thoughts are with those in Japan and other countries across the Pacific Ocean that have been affected by the devastating earthquake and subsequent tsunami. InterAction member organizations have strong partnerships with civil society groups in Japan that are responding. If you wish to donate, please visit our list of InterAction members accepting donations for earthquake relief.Furthermore, maneuvering on the FY2011 appropriations process continues within both chambers of Congress. On Wednesday, the Senate rejected both the House-passed Full-Year Continuing Appropriations Act, 2011 (HR1) and a Senate version that cut less deeply than HR1 and was supported by the Obama administration. Now, Republican and Democratic congressional leaders are calling on each other to make the first move toward compromise so that negotiations over FY2011 spending between the parties–led by Vice President Joseph Biden–can continue in earnest. Read more about the FY2011 appropriations process in our Washington Update section and on our webpage Making the case for robust foreign assistance. The House Foreign Affairs Subcommittee on Africa, Global Health, and Human Rights heard testimony this week on the Democratic Republic of Congo. Among the witnesses were Francisca Vigaud-Walsh with InterAction member Catholic Relief Services and actor Ben Affleck. (March 11, 2011)—Members of InterAction, the largest alliance of U.S. NGOs working abroad, are responding to the 8.9 magnitude earthquake and resulting tsunami that devastated parts of northern Japan earlier today. A complete list of organizations responding to the crisis is available at www.interaction.org.

Earlier this afternoon, the Senate Appropriations Committee released detailed text of its Department of Defense and Full-Year Continuing Appropriations Act, 2011. A quick first-cut analysis of the text and how it impacts poverty-focused and humanitarian assistance is contained in the Washington Update section of the Weekly Update.U.S. Secretary of State Hillary Clinton had a busy week on Capitol Hill as she testified at three separate hearings this week (including a demanding 3 ½ hour round with the House Foreign Affairs Committee on Tuesday, March 1) on topics ranging from the foreign policy implications of the proposed cuts in the House-passed Full-Year Continuing Appropriations Act of 2011 to the current imbroglio in the Middle East.In a sheer act of mercy, the House Appropriations Subcommittee on State, Foreign Operations, and Related Programs postponed a hearing in which Secretary Clinton was scheduled to testify, averting what would have been a fourth hearing for her in two days!
