Inadequate health services and a lack of access to them, combined with sub-standard sanitation systems,place Haiti at the bottom in terms of health in the Western hemisphere. With approximately 40 doctors per100,000 Haitians, approximately 25 percent of births are attended by a skilled professional. The situationdeteriorated on January 12, 2010, and has been further affected by the cholera epidemic, which hasclaimed thousands of lives. The government of Haiti has estimated that over $600 million will be requiredover a three year period for the recovery and reconstruction of the health sector.

The January 12, 2010, earthquake brought the educational system in Haiti to a screeching halt, affectingapproximately 2.5 million children. According to the Post Disaster Needs Assessment conducted by thegovernment of Haiti, sector damages and losses amounted to over $477 million and will require more than$600 million to be fully reconstructed. Rubble clearance has posed the greatest challenge in the effort toreconstruct schools.h

The 7.0 magnitude earthquake during the afternoon of January 12, 2010, forced an estimated 2.3 million Haitians to leave their homes and establish the hundreds of spontaneous settlements around the country. In addition to the buildings and homes destroyed, the country’s government, economic and transportation infrastructures were devastated. Over 70 km of the transportation network endured damages, hindering effective clearance of rubble and delivery of vital relief and reconstruction commodities. According to the Shelter Cluster, the total quantity of rubble to be removed is 20 million cubic meters—the equivalent of eight Great Pyramids.

As a part of the Haiti Aid Map initiative (http://www.haitiaidmap.org), conducted between May and December of 2010, InterAction members working in response to the January 12 Haiti earthquake were asked to provide funding information, detailing amounts raised and spent from private, U.S. government and other sources according to the following guidance.

Secretary of State Hillary Clinton unveiled the final report of the Quadrennial Diplomacy and Development Review (QDDR). The report provides a blueprint for elevating American "civilian power" to better advance national interests and to be a better partner to the U.S. military. The capacity to respond to the urgent needs of vulnerable people in emergencies around the world is a central pillar of the U.S. government's foreign assistance portfolio. It should exemplify the impartial outpouring of humanitarian response in the wake of unthinkable tragedy. As the State Department's just-released Quadrennial Diplomacy and Development Review (QDDR) acknowledges, it is an area in which the U.S. holds a comparative advantage. This is a good thing since, as we've seen over the last year, the U.S. is frequently asked to play a lead role in the international response to humanitarian crises.
