Summary

Notwithstanding a number of strengths in U.S. development and foreign assistance policy, a number of systemic inconsistencies, inefficiencies, and disconnects have also developed as the USG’s humanitarian architecture has evolved over the years. This paper highlights priority areas where reform is needed.
