I have held various senior management positions over my career – including as Chief of Mission of one of the largest US embassies in the world and as the regional UN chief of a frontline peacekeeping operation in northern Kosovo.   In these positions, and as Chief of Mission of the newly reopened US Embassy in Khartoum and office director for various State Department units, I provided leadership and vision for developing and implementing policy and programs.  Serving in the White House in the NSC, I helped coordinate USG activities across agencies including during responses to natural disasters in Central America.  As Chief of Staff in the UN Integrated Mission to East Timor (UNMIT), I coordinate a full range of activities across various components and UN agencies with a total staff of over 2000 internationals (including police and military observers).  My five years in UN peacekeeping has broadened my experience and perspective on the role of diplomacy in resolving conflicts.

Half of my Foreign Service career focused on Africa.  As Angola desk officer, Embassy Harare political chief, head of the South Africa desk, deputy director of Southern African affairs and Charge in Khartoum, I was involved in the Angolan, Mozambican, Namibian and Sudanese peace processes and US policy for South Africa.  My French is very basic but I am fluent in Portuguese.  My work in the UN added to my experience in security sector reform and development issues including governance and rule of law. As Chief of Mission and Deputy Chief of Mission for three US embassies and in my last job as UNMIT Chief of Staff, I managed complex organizations and led planning efforts and budget development. I also have substantial knowledge and policy experience in the application of public diplomacy in a regional context. I have 25 years of experience in public relations including with the press and with academic, public and NGO audiences and groups. I work well with others and have had with the State Department and UN numerous opportunities to work with non-US colleagues.

 

Full Resume:  Gerard M. Gallucci served with the United Nations Department of Peacekeeping Operations (DPKO) as the UN Regional Representative in Mitrovica, Kosovo (UNMIK) from June 2005 to October 2008 and thereafter in the UN Mission to East Timor (UNMIT) as Chief of Staff until June 2010. He served over 25 years with the US State Department and retired from the Senior Foreign Service in June 2005. His service included as Charge’d’Affaires of the US Embassy in Khartoum, Sudan (2003-2004), Charge’d’Affaires in Brasilia, Brazil (1999-2000) and at the National Security Council as Director for Inter-American Affairs (1998-99).  He currently is an adjunct professor at the Graduate School of International and Public Affairs of the University of Pittsburgh teaching on peacemaking and peacekeeping.

 

Gallucci also served as Director for Brazil and Southern Cone Affairs in the State Department’s Bureau of Western Hemisphere Affairs (2001-02) and the Latin America advisor on the Secretary of State’s Policy Planning Staff (1998). He served elsewhere in the State Department as Director (2004-05) and Deputy Director in the eDiplomacy office (2002-03); Coordinator for Intelligence Resources and Planning (2001); Director for Inter-American Affairs in the Intelligence and Research Bureau (2000-2001); Deputy Director for Southern African Affairs, (1996-1998); Deputy Chief of Mission, American Embassy Belize (1994-1996); Deputy Director for Southern Cone Affairs (1992-1994); Chief of the South Africa Desk, (1989-1992); Political Counselor, American Embassy Zimbabwe (1987-1989); Angola Desk Officer (1985-1987); Staff Assistant to Assistant Secretary of State for Inter-American Affairs, (1984-1985); Analyst for Brazil, Cuba and Nicaragua, the Intelligence and Research Bureau, (1982-1984); and in Sao Paulo, Brazil (1980-1982).

 

Gallucci was Assistant Professorial Lecturer in Media and Public Affairs at the School of Media and Public Affairs, George Washington University, Spring 2003. Prior to government service, he was Assistant Professor of Political Science, West Virginia Wesleyan College (1979); Assistant Professor of Political Science, University of Arkansas at Little Rock (1979); Pennsylvania State Manager, New Election Service (1978); Editorial Fellow, American Political Science Review (1977-1978); and instructor at the University of Pittsburgh and the State Penitentiary for Western Pennsylvania 1973-1977. Gallucci was born in 1951 in Jersey City, New Jersey. He received a Ph.D. from the University of Pittsburgh in Political Science in 1978 and a BA at Rutgers University in 1973.

Working Groups are a central part of the way InterAction supports and aids its members. Working Groups are first and foremost a place for member agencies to share information that is important to them in several ways:

  • by providing a way for member organizations to share information about field-based issues, concerns, and topics;
  • by serving as a place for members to receive training and to share best practices with each other; and
  • by offering a space for members to develop new products and materials on a given topic.

Working Groups are member driven and supported by InterAction staff (with the exception of a few non-staffed working groups). Members identify an interest, issue area, or need around which they feel their collective voices will clarify or strengthen responses. Depending on the number of member organizations interested, a meeting or consultation is planned to explore the topic and allow members to share their issues and concerns. Such consultations or exploratory meetings may lead to the formation of an on-going Working Group.
