Tessie San Martin, Ph.D., joined Plan USA, an international children’s charity with US offices in Washington, DC and Warwick, RI, as President/CEO on October 4, 2010.

San Martin holds a Ph.D. in political economy and government from Harvard University, a Master’s in Public Administration from the John F. Kennedy School of Government at Harvard, and a B.S. from Georgetown University’s School of Foreign Service. Her 25-year career includes work in public and private sectors, bilateral and multilateral development agencies, and academia—and a wide variety of international development roles.

Prior to joining Plan USA, San Martin served as the Vice President for International Development for Abt Associates, a Cambridge, Massachusetts-based company that applies scientific research and technical assistance expertise to a wide range of social, economic, and technological policy issues. While at Abt Associates, San Martin helped grow the company’s international development portfolio to nearly $200 million a year, almost tripling the portfolio in less than three years.

San Martin previously worked as the Director for the Operations Group of the World Bank’s Multilateral Investment Guarantee Agency (MIGA) where she was responsible for a group of 45 professionals involved in the Agency’s political risk insurance and technical assistance programs. In this role, she facilitated the integration of the agency’s $1.2 billion underwriting operations with other risk mitigation products in the World Bank, oversaw development of the agency’s new strategic framework, as well as increased significantly MIGA’s trust funds to support an expanded technical assistance portfolio.

Before joining MIGA, San Martin was a Partner in IBM Consulting Services (formerly PricewaterhouseCoopers Consulting) where she was responsible for building a $100 million portfolio in international development spanning more than 40 countries. The portfolio included privatization projects in Egypt, Bosnia, and Indonesia; capital markets and corporate governance strengthening projects in the former Soviet Union and India; pension reform programs in Mexico and Poland; and competitiveness and workforce development projects in Egypt.

Previously she was an adjunct professor at Florida International University in Miami, president of a consulting company in Washington, DC that specialized in strategic planning, and senior faculty advisor for a management institute in the Dominican Republic.

Working Groups are a central part of the way InterAction supports and aids its members. Working Groups are first and foremost a place for member agencies to share information that is important to them in several ways:

  • by providing a way for member organizations to share information about field-based issues, concerns, and topics;
  • by serving as a place for members to receive training and to share best practices with each other; and
  • by offering a space for members to develop new products and materials on a given topic.

Working Groups are member driven and supported by InterAction staff (with the exception of a few non-staffed working groups). Members identify an interest, issue area, or need around which they feel their collective voices will clarify or strengthen responses. Depending on the number of member organizations interested, a meeting or consultation is planned to explore the topic and allow members to share their issues and concerns. Such consultations or exploratory meetings may lead to the formation of an on-going Working Group.

InterAction's current working groups are described below. For more information on a specific working group, contact the group's staff contact.
