IASC ad hoc Working Group - July 2013 meeting minutes

At the July ad-hoc IASC Working Group (WG) meeting a clear way forward on a number of outstanding subjects was set. Led by the chair of the working group, Kyung-wha Kang, the day-long meeting covered a range of topics. 

The group determined four priorities that will guide the WG for the next two years: accountability to affected people, ‘reclaiming humanitarianism’ (title is in development), resilience and preparedness, and mobilizing resources. The Transformative Agenda will be a standing item on all WG agendas through 2014. 

A review of the IASC Subsidiary Bodies also occurred, consolidating and aligning the subsidiary bodies with WG priorities through a shift to a Task Team structure. Moving forward there will be four Task Teams which will focus on humanitarian space and civil-military relations, preparedness and resilience, humanitarian financing (which will incorporate the Consolidated Appeals Process) and accountability to affected people (which will merge with the Task Force on Protection from Sexual Exploitation and Abuse). 

By the end of 2013, the sub-working groups (SWG) on the Cluster Approach as well as on Leadership and Humanitarian Coordination will conclude. Outstanding or emergent issues will go to the Emergency Directors Groups (EDG) for follow up. In addition, the Task Force on Needs Assessment will become a Reference Group under OCHA’s leadership. The work of the Reference Groups on Gender in Humanitarian Action, Humanitarian Challenges in Urban Settings, Mental Health and Psychosocial Support, will continue.
