The brutal hostilities we are seeing in multiple conflicts around the world have exposed a terrible truth: We are living in an era of impunity. Attacks that kill or injure civilians, including humanitarian and health-care personnel, are devastatingly common. Yet despite widespread condemnation, serious violations of the rules of war too often go unpunished.
Gaza has evolved into one the world’s most dangerous places for humanitarians to provide aid. As of March 20, 2024, at least 196 humanitarians have been killed in Gaza since the beginning of the war.
While not endorsing the bill in its entirety, we appreciate the bipartisan recognition that supplemental humanitarian assistance is necessary and prudent, and we urge all members of Congress to support this funding to address humanitarian needs.
