InterAction Urges Passage of Bipartisan FY26 Foreign Assistance Bill

InterAction applauds the hard work of congressional appropriators to finalize the fiscal 2026 National Security, Department of State, and Related Programs Appropriations Act. The bill demonstrates a strong bipartisan and bicameral commitment to transparent, effective and lifesaving foreign assistance, and affirms the essential role such assistance plays in U.S. foreign policy and global leadership.

After a year marked by program freezes, terminations, funding cuts, rescissions and disruptions, Congress affirmed the urgent need to address global health threats, humanitarian crises and rising hunger in 2026. Lawmakers rejected proposals to gut humanitarian assistance, maintained strong support for the lifesaving work of the U.S. President’s Emergency Plan for AIDS Relief, and ensured the United States remains a leader in maternal and child health, education, water and sanitation, and agricultural research and innovation through Feed the Future. The bill also strengthens the impact of U.S. investments by leveraging partnerships with the private sector and other donors.

While no bill is perfect, this legislation provides a path forward — one in which U.S. foreign assistance aligns with both the president’s vision and Congress’ spending authority. It offers a base upon which to build lifesaving assistance and provide critical support to global crises, while continuing dialogue with decision-makers to further strengthen U.S. engagement.

As organizations that represent millions of Americans who contribute their hard-earned dollars to support this lifesaving work, we know they care deeply about how the United States engages with the world. We urge Congress to pass this common-sense, bipartisan compromise.
